The dams should be holding back water now, not releasing it at record levels .... true, they have to release it because they filled the dams when they shouldn't have.

As to whether this is intentional, its a fact that they KNEW this was going to be a heavy flow year because of last winter's record snowpack. The failure to release water early so they could be holding back more now borders on criminal.

The Missouri river dams were built for flood control, they're being used to create floods.
