Sentient beings, but not gods. Two reasons:

One, a god would be a more complex entity than what it created. So who created god?

More likely a vacuum fluxuatuion created a god through evolution than the other way around i.e. a god creating a vacuum fluxuation.

Two any god would not have an ego and sure as heck would not want lowly humans to pray to it.

If one substitues tribal chief for god the bible makes perfect sense.

Having said that, I am quite sure higher intelligence is pervasive throughout the universe.
