This reminds me the old, old joke from the early 1960's, about the all but forgotten Soviet Premier Nikita Khrushchev. It goes like this. Some fellow walks out in the middle of the Red Square and starts shouting at the top of his lungs: "Khruschev is a fool!! Khruschev is a fool!!" Well, not even a minute goes by and the guy, of course, is arrested. He stands trial and gets sentenced to 10 years and 10 days. The 10 days - for disorderly conduct. 10 years - for disclosing a state secret.
