fbi is an arm of the civil service, with responsibilities to enforce the will of the system

icac is separate from the civil service, answerable to the chief executive officer of hong kong, who in turn cannot decide very much and must keep hong kong hong kong

and so icac is basically and truly independent, and only to catch the bad guys that the police is not equipped / trained / enabled to catch

interesting model, so far very effective

icac has street corner branch offices

and there are drop boxes around town for folks to name names and point fingers

folks do not seem to have abused the system with false accusations, as the icac does not seem to move unless there be some documentary proof
