I don't think it's a problem.

When a thread is too active, I simply switch from reading one post at a time to skimming posts in multiple mode. Never even crossed my mind that it could be a problem.

Why not just let the moderator moderate over-posting and zero content garbage, the way it works today?

Dont limit it. I post when its convenient should you make it less so, well then I wont post. sometimes Im catching up on a few days worth of converstations. "Dont feed the trolls" is the best way to slow them down. Frankly I havent seen it much of a problem. Those few you can ignore. That said the clutter would disappear if you could ignore the feeders of trolls (the converation, not neccessarily the person) as well.
