It matters at the state and local level because they can't print money. You and I are on the hook.
If they default, there goes the muni market. Then it snowballs.

The whole thing just isn't going to work. Will be interesting how it works out

A lot of the stimulus money went to state and local government just to keep them afloat. When that runs out. Further cuts will be necessary.
