How you choose to interpret that information is up to the individual. It's pretty hard to argue with NYDEC permits having been granted. Fuel sales at $109.80 bbl. Contract for 1,00,000 to 2,000,000 liters of fuel. Clearly that is not all the JBII needs to accomplish. It is one heck of way down the path.
