The purpose of 13 was to prevent older Californians from being priced out of their homes by spendthrift politicians. My my you really have zero issue spending other peoples $$ Ted. Please explain to me how the GOP is destroying Ca when the left wing dems have been in charge since the 70's AND controlled the senate and the house since 2006. Obama took office in 08 with Pelosi and Reid running the show for him. Thats Dem control from 2006 through 2010 nationally and California for 40 years under the dem legislature.
