SUN seems a bit expensive or maybe my criteria is a bit hard. IMO, I guess others have already seen what they're doing and rewarding the company for doing so.

Margins are also tad low. <5% ?!?! ROE <7%?!

I don't invest in refineries.

You mention the cash, but you don't mention 2.5B in debt. You also don't mention that SUN had negative FCF since 2007, not counting last year's asset sales. :)

Obviously people who held this, made tons of money 2003-2006, so good luck if you choose to invest. :)

Refineries. Yes, agree. A cyclical business as you say. I caught a previous cycle, but missed this one -- TSO, VLO, DK, ALON, WNR, etc. I suspect too late be buying, but who knows. I'll pass. For me, for now, will only consider oil co's that have refinery operations as just part of their business. For example, I have an order in for more HES now.

VLO. Decided I will reenter now for few shares.

Price:tangible bv ~= .8. That number's been lower, also higher, in past years. Although I can't be sure, it seems to me VLO is gaining importance in its position as the largest independent US refiner.

Besides the usual negative of oil refining margins frequently/usually getting squeezed and making the sector mostly unattractive, VLO has several ethanol refineries, and I'm not a fan of corn-to-oil operations.
