If you measure unemployment that way its always been very large. Normally when we talk about unemployment we mean people who are trying to get jobs but don't have them. We don't count children, retired people, college students who get everything from their parents, homemakers with an employed spouse, the idle rich, etc.

The unemployment rate could be measured differently and give a higher figure, but not that much higher.
