The portion of the system that DEC is concerned with is the heater and it's output. That portion of the system hasn't been changed, so I doubt that DEC is concerned. That isn't believable. "Additional testing using approved EPA methods will be required at the maximum nominal operating rate of 2000 lbs/hour (within 10% of 100% peak load) using typical procured feedstock material. Testing must be completed within 60 days after maximum production in a single unit is achieved but not later than 180 days after date of permit issuance. A written protocol must be submitted a minimum of 30 days prior to the scheduled test date and must be approved by the Department prior to commencement of testing. Written results must be submitted to the Department within 60 days after completion of testing. If all three rotary kiln process units are designed, constructed, and operated in an identical manner, only one unit needs to be tested to represent a typical process. If there is significant variability between the units in as-built construction or in operating parameters, more than one unit may need to be tested." sec.gov

Isn't it far more likely that instead of an IT guy with no background in any of this inventing all of these random technologies that that guy simply discovered Donghe China and didn't think his marks would figure it out?

The P2O system is a closed loop system. The portion of the system that DEC is concerned with is the heater and it's output. That portion of the system hasn't been changed, so I doubt that DEC is concerned. Still don't feel mislead?
