How do you steal from poor people? By definition they don't have anything. You steal their dignity by giving them handouts they haven't earned.

The "poor" in this country have subsidized housing, free food, school lunches, free education, free job assistance, subsidized public transporation, free healthcare, free drug and alcohol rehabilitation, and all this investment resulted no return on investment. They still commit all the crimes because somehow they were mistreated???. See the above. People without inherent sociobahavirial abnormalities would welcome a FREE education anywhere in the world, but not here in the United States. Here they reject education as something bad as some way to get back at somebody. They only hurt themselves and their families and their children. Anybody that can't even graduate high school shouldn't be eligible for anything without mental impairment like Down's Syndrome. After that, let the criminal justice system come into play for crimes. Any violent crime is an automatic death penalty.
