The sad part is (and I get Mq's point) we cannot legislate common sense.. so everything needs be dumbed down... I remember driving in England and found them very fast, courteous drivers in general.. (OMG.. VVV LOL).. Folks in both directions moving out of your way allowing you to pass up the middle on a two lane blacktop.. They were crappy parkers though.. but that is not worth thinking about.. :O) Yes but distracted is woman doing makeup, guy shaving, eating a lunch laid out on seat like a table .. these are worse than the phone.. and phone issue is only texting..or non hands free... otherwise IMO phone use is moot for many folks...
