It's easy--it absolve the Republicans of both the responsibility for voting for raising the debt ceiling and for the specific cuts that Obama makes.

Yep, that's the reading that bothers me. On the other hand, there's a reading which says either (a) there is no effective enforcement mechanism so Obama need not propose cuts at all, just make an elegant statement that we need to work on these issues but it was bad policy to do so in this context, or (b) Obama has to propose some cuts but they can be meaningless (and, again, make an elegant statement that this is not the time for those discussions.

I'm still digging, though leaning toward interpretation (a) above.
