Nope. I find it always better to avoid disasters, whether in your personal life, or in your national one. Does anyone every say "Gee- what we really need is a big tornado to kill a bunch of people, cause untold damage, and get us ready to rebuild!" Um no. Because no matter how much you'd like a redo of mainstreet, starting with the uncertainty of a tornado is not the way to go. Why that isn't absolutely obvious to everyone, I've no idea. But the same people who seem to be optimistic about wars, are also optimistic about these sorts of crises. My guess is they wouldn't go wishing tornadoes and floods on themselves- and I wish they'd kind of think about that, but it's not going to happen.
