Bonnie, another thing Congress approved before they adjourned was more money for the IMF, and at the same time they decided not to pay the US arrears owed to the U.N. I'm sure there's some kind of political reason for not paying what we owe to the U.N., but what it is I don't know. I'm not bothered by it though, as the U.N. wastes tremendous amounts of money pushing things like fear summits on population explosions etc. Then there was that U.N. sponsered Environmental Summit, where it was proposed that the US should pay the bulk of cleanup costs for 2nd & 3rd world countries' own pollution. Ludicrous. They would just pollute it all again, and want to be cleaned up again. What the US can do is offer environmental advisors to aid other countries' industrial councils.
