Moody's puts 5 States on review for downgrade 7/19/2011 1:16 PM EDT Moody's has put Maryland, New Mexico, South Carolina, Tennessee, and Virginia (all rated Aaa) on review for downgrade. This is directly related to the USA's rating being on review. In Moody's opinion, these 5 states are most exposed to Federal spending either due to high degrees of Federal employment or Federal transfer payments or both. That being said, if the U.S. is downgraded, people will flock to munis.
