"The measures will include setting up an agency with funds from the government's Fiscal Investment and Loan Programme (FILP) to buy preferred stock to be issued by ailing financial institutions, the financial daily said."

Thanks. This straightens one part of the story. Where is the other part of the story which says that Japanese will sell US Treas? The Govt is broke and the FILP may not have much to invest. But, it may be a conduit for investment from other institutions. What are those institutions? Which of the assets/stocks of those institutions must be sold to buy preferred stock in Jap banks? We need some more information from Jap, Inc.
