I presume that's looking at debt for building things by state and local govts ... school systems, hospital districts, toll roads, etc .... at any rate, the state budget for the next two years was balanced primarily by cutting spending, though I think they took some out of the rainy day fund.

I note TX's debt per citizen is lower than CA's. Other:

CA population = 37.8M Unemployed = 2.1M

TX population = 25.9M Unemployed = 1M
