Increasing the number of rules makes consistent enforcement less likely. Its more complex and difficult for the enforcers to enforce, and for the regulated to comply. Also your more likely to have more and more stupid rules, reducing respect for the rules by the regulated, and possibly causing some of the regulators to also have less respect for the rules they enforce.
