If you save money it becomes available for investment, or for spending by others, unless your saving it under your mattress. Saving is good for the economy. Also tax cuts are more likely to be saved if they are one offs or short term with expiration dates. If people know that getting to keep some more of their money is only a temporary thing, then it doesn't make sense to act as if your ongoing after tax income is going to be what it is during the one or two year tax cut.
