I just made a post and wanted to cut and paste some of it to a different area in the post. I highlighted it the section, right clicked but no "cut" option came up. It was either "select all" or "paste".

This looks like it is an issue with Explorer 8.0. If you upgrade to 9.0, the right-click menu will work correctly. The upcoming 10.0 (currently available as a "Platform Preview") works too.

There are at least 4 other ways to move text around though in 8.0:
  • (1) Use the keyboard: CTRL-X to Cut and CTRL-V to insert.
  • (2) choose the "Page" menu and select Cut
  • (3) Switch to "RawText" mode before highlighting and right-clicking or
  • (4) Just drag the highlighted text !
