Actually it doesn't.

The government took money from the people who are now retired. It promised to pay it back later. But it can only pay it back by taking it from the people the money actually belongs to, current workers, companies, investors, etc.

If the government doesn't keep its promise then the people who paid in to the system get a raw deal, but that applies to other forms of government spending as well. Taxpayers in general, whether the tax is income tax, payroll tax, or any other form of tax, get a raw deal.
