Moyers was in both the JFK and LBJ White Houses -- he's seen high stakes negotiations work...and he's seen presidents that get bogged down in wars of choice on the other side of the world too (eg. Vietnam).

I think he desperately needs someone who has tough negotiating experience and KNOWS how to bargain, that he will LISTEN to. Honestly I think he now has that guy in Daley. But after the early caves, the opposition doesn't take him seriously. They think he's an Uncle Tom, ready to give in to the plantation owners. So when he gets tough.... We've got a mess. Everybody is underestimating the other side.
