David: Not 54 states ... 54 disability systems that just happen to control the payments to several states. There are disability systems for those physically disabled. There are disability systems for those mentally incapacitated. And, there are disability systems for those faking it. It's unclear to me how one knows to which system to apply for benefits. TED

To accomplish this you must create a "Y2K Shield" by building up a "Vital Information Portfolio," consisting of hard copies of the information that is most critical to you. The very first item in your Vital Information Portfolio should be a Statement of Earnings and Benefits from Social Security. Their national toll free number is 1-800-772-1213. Ask for a copy of SSA Form 7004. If you can't get through, try their Office of Public Inquiries in Baltimore, Maryland at 410-965-7700 or look in your local phone book for the SSA office in your area. Also, many life insurance agents will have these forms. Complete and submit the form and in about six weeks you will receive your statement in the mail. Keep the cover letter that comes back with the statement. Every six months,do it all over again. The idea is to create a running, hard copy record of your Social Security account. What you are doing is building up a sequence of documents which are consistent with one another and show your account over time. If you start now and continue until after Y2K has played itself out, you will be able to deal with the Social Security Administration from a position of real strength if there is a dispute about your account. If it comes to that, these hard copy records may be your only way to prove you paid them all that money for all those years. If you currently receive Social Security checks, keep a copy of your checks in your Vital Information Portfolio.
