Probably, but as they all start the same way, they are easy to just pass over too. Most people requesting to be added want some kind of response so they know they are included. I know this from maintaining list on OVIS/RMIL and other threads that if you don't give some people immediate gratification, they get upset. Updating the list is the easiest way to do it. As I am on call 24 X 7 for my real job, it is just as easy to do it a few posts at a time than read 30 posts, handwrite a list and then add it while looking back to find where the last list was. If everyone could cut and paste, that would be different, but anyway, that's why it's like it is. Will try to tone it down but it also shows those involved that our strength and therefore our bargining power is growing.
