Having lived and worked in many towns and cities, I can tell you that within city/town limits, the city council grants a contract to a company, unless they do it themselves with a municipal trash dept.

So except for rural areas (which we are told, only 16% of US population lives in), trash collection is a monopoly granted by the local gov't.

Now you know why there's that cliche about organized crime being in the salvage or trash biz.

There pretty good at handling their competition too. We paid close to $600 a month for WM to handle the garbage pick up at our restaurant. A local outfit came in and offered to take care of it for $300. WM matched it without batting an eye.
