How much does it cost per megawatt to get power from a windmill when the wind isn't blowing?

California has a few windfarms. I have driven by a couple of them in the past couple of weeks. What always strikes me is that, even when the wind is blowing, at least 25% of the turbines are standing still. I have driven by the wind farm out near palm springs when it is more like 90% of the turbines are standing still with just a smattering of turbines cranking the electrons. And this is when there are strong and steady winds.

don't get me wrong, I love the idea of using wind and solar to augment coal and nat gas as long as there are no subsidies involved. But I certainly wouldn't bet my baseline power on them (wind and solar).
