He exploded the last shred of pretense about Social Security when he said he couldn't guarantee he'd have the cash to write SS checks - even though the pay roll tax revenue is going to continue to flow in unabated. He lied. He has to supply the cash to write SS checks, by law. The SS Trust Fund holds Treasuries, which the Federal Government is obligated to redeem on demand. They can turn them around and resell them, as redeeming Treasuries will drop us below the debt ceiling.
