When you look at the national debt, as everyone is doing now, it includes the wars. Whether Obama spent the money on the wars or Bush did, it is counted as part of the national debt. The unfunded liability from Medicare Part D is not counted as part of the debt, just like that from FDR's social security and LBJ's Medicare isn't. And these, of course, are the REAL reasons for the debt downgrades we're facing, NOT the 14 Trillion.
