no, i favor providing the environment of low taxes and low regulations that will make them trip over themselves coming back. we can never force them back (not saying you said that), we must entice them back. most of them won't fall for things like 'tax holidays', because they'll know the situation is only temporary.

we should eliminate the corporate income tax and capital gains taxes. then we should empower a new 'anti-regulation' agency full time to find regs that can be abolished and abolish them. if we did those things (and we had a free market in money), it wouldn't be long before corporations were hiring 'job spinners' advertising their benefits and high pay and how well they treat their workers. they'd say "just please give us a chance to see how wonderful we are to work for!". in other words, there'd be more jobs than we had people and we'd need to outsource our low value jobs overseas because no one here would be willing to do them. competition would be fierce among employers so wages would be driven higher. but we won't do any of that. the socialists are in control..
