I am confused and ignorant. Please explain to me how an inflation adjustment is not a spending increase. Does it not increase expenditures?

Inflation adjustments? If those are real dollars they will have to be borrowed. I'll wager that the govt spends MORE money in 2012 than this year. If they do it would be rather tough to claim spending got cut, don't you think?

The fact is that even with XX trillion of "deficit reduction" in this plan, there will be deficits as far out as the eye can see (10 years.) At least, that's what CBO's projection are.

K, To a Democrat a "reduction" in spending from plus 6% to plus 2% is a cut. To people who understand arithmetic and value rational truth, it is an increase.
