Obama could call the shots but he is afraid of conflict so he keeps caving in.

Obama is the Commander in Chief...he is the military... I think what Kenneth is trying to say is that Obama has adopted the "business as usual" policy where he caters to the military industrial complex and wall street. It's one of the things that the liberals don't seem to understand is that once well intentioned politicians make it to Washington DC, they are seduced by the money and power and they cease to act in our best interests. That applies to democrats and republicans. The only answer is to counter the D.C. Seduction by reducing our reliance on them and reducing their power. That translates into "smaller government". Obama is a power and money hungry politician. Color me shocked.
