The fact that they (for now, the final resolution will depend on what happens later) got most of what they wanted, is hardly helpful for the economy. The fact that they didn't get what they wanted in terms of taxes is helpful, but there is no guarantees on that (except the fact that the Republicans seem pretty strongly against any tax increase, which would be enough to block it if it required passage of a new law, but since it doesn't, since there is an expiration date, the Democrats might possibly be able to force a tax increase through.)
