Bush was the most fiscally irresponsible President in modern history. 2003 was the most fiscally irresponsible year in history. That was the year of the second Bush tax cut, the start of the unfunded war in Iraq and the enactment of the unfunded prescription drug plan. All done under a Republican President and Republican Congress. Bush's legacy was a doubling of the national debt and the worst recession since the 1930s.
