Blending sites in Canada are permitted to distribute and sell fuel they blend. We do not have to register with the EPA. If our fuel is sold back to the US (this is common) then the importer (buyer) has the same state and federal requirements as any other gas station or distribution site.


Seems like it should be easy to determine if the oil sold to Coco and Oxy came from the Niagara P2O facility or the Thorold CA blending site. Both were delivered to Canadian customers so it'd be considered an import if it came from Niagara. How much in unnecessary US taxes were paid by exporting the fuel from the US to deliver down the street from the blending facility?
