It was only yesterday that you introduced the notion of delayed payments. I did not notice it right away. Where did that come from?

From what was considered a possible worst case consequence of the fight about, and delay of, extending the debt limit.

As for the delay in paying and the credit rating, well its a sign of bad management which could hurt the rating, OTOH it increases the amount of money available to service debt in direct terms. If it moved from delay in paying to not paying, both factors would be much larger.
