Who's the dude that invented this concept? His name starts with M. Not enough to go on, to google him.

I have a box in my closet with stamps, early 1900's labeled "stock transfer tax". They came from stock certificates or receipts for certificates that changed hands.

Isn't there still a tax on the transfer or is that state not fed or they did away with it or is it still there but like, in NewYork City where when you pay your utility bill there is a tax that puts money into mass transit ?
