Neil is probably not aware that the S&P in its commentary has also said that they were compelled to downgrade because they saw no revenue stream in the agreement. It is the revenue stream and the Congress gridlock that forced the hands of the S&P to downgrade. Besides, with this downgrade they have thrown a challenge to the yet to be formed bipartisan commission to be charged with finding further cuts and revenue streams.
