There was this mad rush to avoid the inevitable (in this case, the downgrade, which everyone who knows about this stuff seems to agree was coming, regardless). It makes for bad law when this sweeping legislation is created under duress. And it is a result of one thing only: Failed leadership on the parts of the Democrats. It was the Democrats who failed to present ONE THING resembling a budget. Obama couldn't say "shit" if his mouth was full of it. He's a weak, spineless, ineffectual president. It was his job to press this issue before it became critical. He can't make the law, but he damned well can use his presidency to apply pressure to the parties who can.
