Well, I discount what a lot of people say. The atmosphere is politically charged, and people--"ordinary" people as well as politicians--say stuff that is either not true at all or only partially true all the time. That is especially true of people who actually file lawsuits about politically charged actions. They might well say it in good faith. It might be the result of a misunderstanding. It might be that someone at the VA didn't understand the policy properly or didn't understand exactly what was happening. Or the people didn't get what was being said to them. All sorts of possibilities that journalists (I won't even bother mentioning lawyers, that is way too obvious) don't always take into account, especially if the journalist is trying to make a political point.

As for the judge--well, plenty of judges get things wrong too. And don't forget that judges by and large only know what lawyers tell them. And what lawyers say in a courtroom can be easily a distorted version of what actually happened.

And as for the text of the prayer--other people might not agree with what you may think is "respectful" to their faith. All sorts of hot buttons out there.
