Re: "It is an easy way to chop out waste." Looks like some people around here actually seem to PREFER keeping such massive waste, fraud, and abuse in the system.... (So long as the hectoring, moralistic, paternalistic authoritarian Nanny State that they favor can be propped up, no amount of waste is 'too much'. Makes 'em feel better to use the strong arm of the government to tell people how to live their lives.)
