"Browser" is shorthand for "Web Browser." "Web Browser" means "HTML Browser" by definition. That's because what distinguishes web sites from other Internet services is the ability to serve and respond to HTML requests. This has since been extended, but is still primal.

Whatever it was, if it didn't have HTML ability, it was not a web browser. Period.
