Truman did it in 1948. I believe there have been other instances as well.

Yeah, 27 instances in all. Looked that up for Message 27514902 , which was an indirect response to one of the trolls posting some idiotic Krauthammer column. Responding to trolls is sort of like spitting into the wind, but I still slip up from time to time.

It seems the Republicans as always have used political maneuvering and kept the House in session. So the question of the President calling the Congress into session does not arise. Besides, recall how we didn't like the Iraqi parliament going on a summer break when our politicians thought that they should have foregone their summer break.
