Much state and local infrastructure work "done by states and cities" is done with federal grants.

Mac, the President and the Congress approve the funds for building/improving the infrastructure. That is how the Govt. rolls money back into the markets after they collect taxes. You can be sure that the money gets rolled back into the US market and creating jobs here instead of in India and China which is what is happening with the tax breaks we gave to the rich.
