The rain doesn't bother me. Wind and rain together now that's different.

My better half told me about a trip he made to Prince Rupert. He was the only person walking around with an umbrella. All the locals just ignored the downpour. :o)

Victoria is in a rain shadow so gets much less rain than Vancouver. ln fact it is not that far off from being semi-arid. In the heart of the rain shadow in the Gulf Islands between Vancouver and Victoria you have to be careful not to step on the native cacti when walking barefoot along the beaches, and water shortages are a constant theme in the summer,

A note on Victoria weather is that it gets about the same rain as Toronto; 60+ in/year.
Its in a rain shadow, the same as White Rock and south Richmond.
But its also cooler than the rest of Vancouver island especially on the beach due to the water being soooo cold there. Lasquitti Island and Lund are the warmest as the sea there is much warmer. Comox beaches are quite swimmable in the summer. You ain't going swimming anywhere around the gulf Islands as the water there is only in the very low 50's. Summers in Comox valley are normally good and pretty dry, but look out for the winter. Lately the weather around here has become quite serious. We get around it by going south in winter.
If you can do that then is great here. Mind you I still Like Whistler better. I'd rather have snow than rain.
