Nope- no one wants an unfair system. We at the top want everyone at the top to pay- because let's face it, there are a lot of free riders out there. It's the same reason churches insist, pretty forcefully, that all their members tithe- because if they aren't forceful, a lot of people will just take the benefits (day care, get togethers, etc) and not pay. We all know what human beings are like. Systems need to be set up so people think the systems are fair. Clear tax brackets with cheaters pilloried for evading taxes.
