I know the Treasury sells the bonds. The Feds in this instance = Federal Govt.

Deficit for 2010 was 1.3T out of 3.55T, that is 36.6% of spending. The banks are sitting on cash because they are now zombie banks and the cash is necessary to meet reserve requirements and I guess it's parked at the Federal Reserve. Every major bank in the U.S. is technically bankrupt without that cash loaned from the Fed. Most of the excess above the zombie bank requirements is used to buy Treasuries.
