Water cannons are a bit silly. They don't work well with widely distributed riots. They work on tightly focused large groups wanting to attack a particular location such as parliament.

Better to use paint ball guns with marker chemicals, photography for identification [long distance high precision lenses] and offer $10,000 cash rewards for each person turned in by the public with a police issue paint ball splatter on them. If convicted of various crimes such as arson, assault with intent to wound, auction one of their kidneys to help defray costs of their affray. For larger crimes such as murder, auction both kidneys, corneas, heart/lungs, skin, bone, scalp, liver and what have you. They would be very valuable like that. Much more so than as disaffected violent thugs.

The army isn't really needed. They could hang around and help though and make a fairly threatening presence.

Just put the frighteners on the rioters and they'll run home to Mum and their taxpayer-funded bludge house and find that they don't really need the Sony electronics, fancy footwear and other stuff they steal.
