Sure, you obviously can sell something to buy something else. You can do that even if you're not at 0% cash. ;) How to do that well is yet another thing that influences your returns. ;)

My opinion is that if you're selling something now to buy something else that looks like a better value, that's value investing of a sort.

If you've been selling and keeping the proceeds in cash, that is market timing.
